I. Wiped Out

“You ever chop before?” Willena Scott-White was testing me. I sat with her in the cab of a Chevy Silverado pickup truck, swatting at the squadrons of giant, fluttering mosquitoes that had invaded the interior the last time she opened a window. I was spending the day with her family as they worked their fields just outside Ruleville, in Mississippi’s Leflore County. With her weathered brown hands, Scott-White gave me a pork sandwich wrapped in a grease-stained paper towel. I slapped my leg. Mosquitoes can bite through denim, it turns out.

Cotton sowed with planters must be chopped—thinned and weeded manually with hoes—to produce orderly rows of fluffy bolls. The work is backbreaking, and the people who do it maintain that no other job on Earth is quite as demanding. I had labored long hours over other crops, but had to admit to Scott-White, a 60-something grandmother who’d grown up chopping, that I’d never done it.

“Then you ain’t never worked,” she replied.
The fields alongside us as we drove were monotonous. With row crops, monotony is good. But as we toured 1,000 acres of land in Leflore and Bolivar Counties, straddling Route 61, Scott-White pointed out the demarcations between plots. A trio of steel silos here. A post there. A patch of scruffy wilderness in the distance. Each landmark was a reminder of the Scott legacy that she had fought to keep—or to regain—and she noted this with pride. Each one was also a reminder of an inheritance that had once been stolen.

Drive Route 61 through the Mississippi Delta and you’ll find much of the scenery exactly as it was 50 or 75 years ago. Imposing plantations and ramshackle shotgun houses still populate the countryside from Memphis to Vicksburg. Fields stretch to the horizon. The hands that dig into black Delta dirt belong to people like Willena Scott-White, African Americans who bear faces and names passed down from men and women who were owned here, who were kept here, and who chose to stay here, tending the same fields their forebears tended.

But some things have changed. Back in the day, snow-white bolls of King Cotton reigned. Now much of the land is green with soybeans. The farms and plantations are much larger—industrial operations with bioengineered plants, laser-guided tractors, and crop-dusting drones. Fewer and fewer farms are still owned by actual farmers. Investors in boardrooms throughout the country have bought hundreds of thousands of acres of premium Delta land. If you’re one of the millions of people who have a retirement account with the Teachers Insurance and Annuity Association, for instance, you might even own a little bit yourself.

TIAA is one of the largest pension firms in the United States. Together with its subsidiaries and associated funds, it has a portfolio of more than 80,000 acres in Mississippi alone, most of them in the Delta. If the fertile crescent of Arkansas is included, TIAA holds more than 130,000 acres in a strip of counties along the Mississippi River. And TIAA is not the only big corporate landlord in the region. Hancock Agricultural Investment Group manages more than 65,000 acres in what it calls the “Delta states.” The real-estate trust Farmland Partners has 30,000 acres in and around the Delta. AgriVest, a subsidiary of the Swiss bank UBS, owned 22,000 acres as of 2011. (AgriVest did not respond to a request for more recent information.)

Unlike their counterparts even two or three generations ago, black people living and working in the Delta today have been almost completely uprooted from the soil—as property owners, if not as laborers. In Washington County, Mississippi, where last February TIAA reportedly bought 50,000 acres for more than $200 million, black people make up 72 percent of the population but own only 11 percent of the farmland, in part or in full. In Tunica County, where TIAA has acquired plantations from some of the oldest farm-owning white families in the state, black people make up 77 percent of the population but own only 6 percent of the farmland. In Holmes County, the third-blackest county in the nation, black people make up about 80 percent of the population but own only 19 percent of the farmland. TIAA owns plantations there, too. In just a few years, a single company has accumulated a portfolio in the Delta almost equal to the remaining holdings of the African Americans who have lived on and shaped this land for centuries.

This is not a story about TIAA—at least not primarily. The company’s newfound dominance in the region is merely the topsoil covering a history of loss and legally sanctioned theft in which TIAA played no part. But TIAA’s position is instrumental in understanding both how the crimes of Jim Crow have been laundered by time and how the legacy of ill-gotten gains has become a structural part of American life. The land was wrested first from Native Americans, by force. It was then cleared, watered, and made productive for intensive agriculture by the labor of enslaved Africans, who after Emancipation would come to own a portion of it. Later, through a variety of means—sometimes legal, often coercive, in many cases legal and coercive, occasionally violent—farmland owned by black people came into the hands of white people. It was aggregated into larger holdings, then aggregated again, eventually attracting the interest of Wall Street.

Owners of small farms everywhere, black and white alike, have long been buffeted by larger economic forces. But what happened to black landowners in the South, and particularly in the Delta, is distinct, and was propelled not only by economic change but also by white racism and local white power. A war waged by deed of title has dispossessed 98 percent of black agricultural landowners in America. They have lost 12 million acres over the past century. But even that statement falsely consigns the losses to long-ago history. In fact, the losses mostly occurred within living memory, from the 1950s onward. Today, except for a handful of farmers like the Scotts who have been able to keep or get back some land, black people in this most productive corner of the Deep South own almost nothing of the bounty under their feet.

II. “Land Hunger”

land has always been the main battleground of racial conflict in Mississippi. During Reconstruction, fierce resistance from the planters who had dominated antebellum society effectively killed any promise of land or protection from the Freedmen’s Bureau, forcing masses of black laborers back into de facto bondage. But the sheer size of the black population—black people were a majority in Mississippi until the 1930s—meant that thousands were able to secure tenuous footholds as landowners between Emancipation and the Great Depression.

Driven by what W. E. B. Du Bois called “land hunger” among freedmen during Reconstruction, two generations of black workers squirreled away money and went after every available and affordable plot they could, no matter how marginal or hopeless. Some found sympathetic white landowners who would sell to them. Some squatted on unused land or acquired the few homesteads available to black people. Some followed visionary leaders to all-black utopian agrarian experiments, such as Mound Bayou, in Bolivar County.

It was never much, and it was never close to just, but by the early 20th century, black people had something to hold on to. In 1900, according to the historian James C. Cobb, black landowners in Tunica County outnumbered white ones three to one. According to the U.S. Department of Agriculture, there were 25,000 black farm operators in 1910, an increase of almost 20 percent from 1900. Black farmland in Mississippi totaled 2.2 million acres in 1910—some 14 percent of all black-owned agricultural land in the country, and the most of any state.

The foothold was never secure. From the beginning, even the most enterprising black landowners found themselves fighting a war of attrition, often fraught with legal obstacles that made passing title to future generations difficult. Bohlen Lucas, one of the few black Democratic politicians in the Delta during Reconstruction (most black politicians at the time were Republicans), was born enslaved and managed to buy a 200-acre farm from his former overseer. But, like many farmers, who often have to borrow against expected harvests to pay for equipment, supplies, and the rent or mortgage on their land, Lucas depended on credit extended by powerful lenders. In his case, credit depended specifically on white patronage, given in exchange for his help voting out the Reconstruction government—after which his patrons abandoned him. He was left with 20 acres.

In Humphreys County, Lewis Spearman avoided the pitfalls of white patronage by buying less valuable wooded tracts and grazing cattle there as he moved into cotton. But when cotton crashed in the 1880s, Spearman, over his head in debt, crashed with it.

Around the turn of the century, in Leflore County, a black farm organizer and proponent of self-sufficiency—referred to as a “notoriously bad Negro” in the local newspapers—led a black populist awakening, marching defiantly and by some accounts bringing boycotts against white merchants. White farmers responded with a posse that may have killed as many as 100 black farmers and sharecroppers along with women and children. The fate of the “bad Negro” in question, named Oliver Cromwell, is uncertain. Some sources say he escaped to Jackson, and into anonymity.

Like so many of his forebears, Ed Scott Sr., Willena Scott-White’s grandfather, acquired his land through not much more than force of will. As recorded in the thick binders of family history that Willena had brought along in the truck, and that we flipped through between stretches of work in the fields, his life had attained the gloss of folklore. He was born in 1886 in western Alabama, a generation removed from bondage. Spurred by that same land hunger, Scott took his young family to the Delta, seeking opportunities to farm his own property. He sharecropped and rented, and managed large farms for white planters, who valued his ability to run their sprawling estates. One of these men was Palmer H. Brooks, who owned a 7,000-acre plantation in Mississippi’s Leflore and Sunflower Counties. Brooks was uncommonly progressive, encouraging entrepreneurship among the black laborers on his plantation, building schools and churches for them, and providing loans. Scott was ready when Brooks decided to sell plots to black laborers, and he bought his first 100 acres.

Unlike Bohlen Lucas, Scott largely avoided politics. Unlike Lewis Spearman, he paid his debts and kept some close white allies—a necessity, since he usually rejected government assistance. And unlike Oliver Cromwell, he led his community under the rules already in place, appearing content with what he’d earned for his family in an environment of total segregation. He leveraged technical skills and a talent for management to impress sympathetic white people and disarm hostile ones. “Granddaddy always had nice vehicles,” Scott-White told me. They were a trapping of pride in a life of toil. As was true in most rural areas at the time, a new truck was not just a flashy sign of prosperity but also a sort of credit score. Wearing starched dress shirts served the same purpose, elevating Scott in certain respects—always within limits—even above some white farmers who drove into town in dirty overalls. The trucks got shinier as his holdings grew. By the time Scott died, in 1957, he had amassed more than 1,000 acres of farmland.

Scott-White guided me right up to the Quiver River, where the legend of her family began. It was a choked, green-brown gurgle of a thing, the kind of lazy waterway that one imagines to be brimming with fat, yawning catfish and snakes. “Mr. Brooks sold all of the land on the east side of this river to black folks,” Scott-White told me. She swept her arm to encompass the endless acres. “All of these were once owned by black families.”

III. The Great Dispossession

that era of black ownershipin the Delta and throughout the country, was already fading by the time Scott died. As the historian Pete Daniel recounts, half a million black-owned farms across the country failed in the 25 years after 1950. Joe Brooks, the former president of the Emergency Land Fund, a group founded in 1972 to fight the problem of dispossession, has estimated that something on the order of 6 million acres was lost by black farmers from 1950 to 1969. That’s an average of 820 acres a day—an area the size of New York’s Central Park erased with each sunset. Black-owned cotton farms in the South almost completely disappeared, diminishing from 87,000 to just over 3,000 in the 1960s alone. According to the Census of Agriculture, the racial disparity in farm acreage increased in Mississippi from 1950 to 1964, when black farmers lost almost 800,000 acres of land. An analysis for The Atlantic by a research team that included Dania Francis, at the University of Massachusetts, and Darrick Hamilton, at Ohio State, translates this land loss into a financial loss—including both property and income—of $3.7 billion to $6.6 billion in today’s dollars.

This was a silent and devastating catastrophe, one created and maintained by federal policy. President Franklin D. Roosevelt’s New Deal life raft for agriculture helped start the trend in 1937 with the establishment of the Farm Security Administration, an agency within the Department of Agriculture. Although the FSA ostensibly existed to help the country’s small farmers, as happened with much of the rest of the New Deal, white administrators often ignored or targeted poor black people—denying them loans and giving sharecropping work to white people. After Roosevelt’s death, in 1945, conservatives in Congress replaced the FSA with the Farmers Home Administration, or FmHA. The FmHA quickly transformed the FSA’s programs for small farmers, establishing the sinews of the loan-and-subsidy structure that undergirds American agriculture today. In 1961, President John F. Kennedy’s administration created the Agricultural Stabilization and Conservation Service, or ASCS, a complementary program to the FmHA that also provided loans to farmers. The ASCS was a federal effort—also within the Department of Agriculture—but, crucially, the members of committees doling out money and credit were elected locally, during a time when black people were prohibited from voting.

Through these programs, and through massive crop and surplus purchasing, the USDA became the safety net, price-setter, chief investor, and sole regulator for most of the farm economy in places like the Delta. The department could offer better loan terms to risky farmers than banks and other lenders, and mostly outcompeted private credit. In his book Dispossession, Daniel calls the setup “agrigovernment.” Land-grant universities pumped out both farm operators and the USDA agents who connected those operators to federal money. Large plantations ballooned into even larger industrial crop factories as small farms collapsed. The mega-farms held sway over agricultural policy, resulting in more money, at better interest rates, for the plantations themselves. At every level of agrigovernment, the leaders were white.

Major audits and investigations of the USDA have found that illegal pressures levied through its loan programs created massive transfers of wealth from black to white farmers, especially in the period just after the 1950s. In 1965, the United States Commission on Civil Rights uncovered blatant and dramatic racial differences in the level of federal investment in farmers. The commission found that in a sample of counties across the South, the FmHA provided much larger loans for small and medium-size white-owned farms, relative to net worth, than it did for similarly sized black-owned farms—evidence that racial discrimination “has served to accelerate the displacement and impoverishment of the Negro farmer.”

In Sunflower County, a man named Ted Keenan told investigators that in 1956, local banks had denied him loans after a bad crop because of his position with the NAACP, where he openly advocated for voting rights. The FmHA had denied him loans as well. Keenan described how Eugene Fisackerly, the leader of the White Citizens’ Council in Sunflower County, together with representatives of Senator James Eastland, a notorious white supremacist who maintained a large plantation there, had intimidated him into renouncing his affiliation with the NAACP and agreeing not to vote. Only then did Eastland’s man call the local FmHA agent, prompting him to reconsider Keenan’s loan.

A landmark 2001 investigation by the Associated Press into extortion, exploitation, and theft directed against black farmers uncovered more than 100 cases like Keenan’s. In the 1950s and ’60s, Norman Weathersby, a Holmes County Chevrolet dealer who enjoyed a local monopoly on trucks and heavy farm equipment, required black farmers to put up land as collateral for loans on equipment. A close friend of his, William Strider, was the local FmHA agent. Black farmers in the area claimed that the two ran a racket: Strider would slow-walk them on FmHA loans, which meant they would then default on Weathersby’s loans and lose their land to him. Strider and Weathersby were reportedly free to run this racket because black farmers were shut out by local banks.

Executive Summary

The United States needs an economy grounded in justice and morality, where everyone, free of undue resource constraints, can prosper. To achieve this, citizens ought to have universal access to undeniable economic rights, such as the right to employment, medical and health care, high quality education, sound banking and financial services, or a meaningful endowment at birth (Paul, Darity, Hamilton 2018). Currently, our system provides these rights primarily through the “free market” by private providers, but these private companies often fail to meet the following criteria:

•   Quantity: Are goods adequately supplied?
•   Quality: Are the goods high quality?
•   Access: Do people have adequate access to these goods?

Because of the failure of America’s markets-first approach to policy, the federal government should intervene by introducing public options that provide these essential goods and services in direct competition with private firms. Doing so will set “floors” on wages and quality and “ceilings” on price for private actors who are intent on providing important economic rights at a cost. In employment, this might mean providing a federal jobs guarantee (FJG); in financial services, this could mean access to bank accounts and safe, nonpredatory loans. Throughout this issue brief, we explore what public options might look like in employment, health, housing, education, and financial services. We argue that in these sectors, public options are necessary to combat high-cost, low-quality provision by private actors and ensure universal and better quality access to all Americans.

Thea Hunter was a promising, brilliant scholar. And then she got trapped in academia’s permanent underclass.

To be a perennial adjunct professor is to hear the constant tone of higher education’s death knell. The story is well known—the long hours, the heavy workload, the insufficient pay—as academia relies on adjunct professors, non-tenured faculty members, who are often paid pennies on the dollar to do the same work required of their tenured colleagues.

The position is often inaccurately described as akin to a form of slavery. Thea, a scholar of rights, slavery, and freedom, would have been the first to say that is not the case. It is more like the lowest rung in a caste system, the one that underrepresented minorities tend to call home.

The Myth of Irish Slavery: A History of One of the Alt-Right’s Oldest Memes :::

inverseIn July 15, comedian Josh Androsky tweeted a video of a Proud Boy, a member of the alt-right men’s group started by Vice co-founder Gavin McInnes, claiming that the Irish were enslaved.

“Irish people were slaves just like the fucking black people,” said the young man in a MAGA hat.

The statement, while probably jarring to most, is derived from a common alt-right myth and is yet another instance of fringe conservatives molding history into white supremacist propaganda. What makes this myth particular interesting is its own peculiar history: It was one of the first right-wing memes to be spread on the early internet.

Liam Hogan is a historian and researcher who has spent the past five years studying and debunking the Irish slavery myth. According to him, one of the seminal figures propagating the theory is Michael A. Hoffman II, who first spread his ideas on internet newsgroups in the 1990s. Hoffman’s perhaps most well known for his 1993 book They Were White and They Were Slaves: The Untold History of the Enslavement of Whites in Early America, a self-published title that was harshly criticized by academics, and like many alt-right mythologies, is still available on Amazon today.

That book has gone on to be the cornerstone of the Irish slavery myth, which according to Hogan, was ultimately concocted for nefarious purposes.

“The far-right embrace of the false equivalence inherent in the ‘Irish were slaves, too’ meme is not an attempt to assuage guilt,” Hogan wrote in an email to Inverse. “It is instead a blatant bid to support pre-existing anti-black racism.”

The myth was a common sight on white supremacist websites and message boards in the early 2000s, but Hogan noticed a sharp uptick in searches for “Irish slaves” between 2014 and 2016. It got so bad that 82 Irish researchers and writers (including Hogan) wrote an open letter excoriating the myth and urging publications to stop quoting conspiracy theorists.

Were the Irish Actually Slaves?

The Irish have suffered many injustices in America from nativist resentmentjob discrimination, and religious bigotry. But they were never enslaved.

A small number of Irish arrived in the Americas as indentured servants. While the life of an indentured servant was brutal, it was not at all comparable to the chattel slavery that Africans were subjected to.

For one, indentured servitude was conditional and temporary. Irish servants were released after their contracts were up (typically seven years).

African Americans, however, were literally classified as a slave race. In early American history, children of slaves could be born free if they had a white parent, but these laws were slowly stripped away so that anyone with African heritage would be classified as black and therefore a slave.

Moreover, the conditions in which they worked were completely different. African slaves were subjected to inhuman horrors that would have been unthinkable to commit against an Irish servant. Whippings, brandings, mutilation, and rape were common.

American slavery was shockingly cruel even by historical standards. Though the treatment of slaves varied widely throughout the ancient world, most of them were still entitled to some basic rights and many slaves were even highly educated. The Greek philosopher Epictetus, for example, was born as a slave and trained to be a teacher.

Why Is the Irish Slavery Myth So Persistent?

If the myth of Irish slavery is so demonstrably false, then why does it continue to be an alt-right talking point? As Hogan mentioned, it’s used as a cudgel for anti-black racism, but it also upholds the white supremacist narrative of fighting against the world.

“The far-right also promote the ‘white slavery’ or ‘Irish slavery’ meme because victimhood is the propagandic engine room of ethno-nationalism,” Hogan told Inverse in an email. “White nationalism is fundamentally rooted in victimhood, whereby the dominant group in society takes the position of ‘the oppressed’ to justify violence against the ‘other.’”

The glaring dissonance of white supremacist rhetoric is the simultaneous belief that white people are a superior race despite claiming constant victimhood in being outwitted by supposedly inferior forces such as the liberal media and its Jewish globalist puppet masters.

Altering history and referring to the Irish as slaves is an attempt to solve that discrepancy. For white supremacists, if the Irish managed to rise above discrimination through hard work and ingenuity, then it must mean the other races are lazy or unworthy. It also means that white supremacists will ultimately prevail over their foes.

In truth, the Irish escaped systematic inequality through neither work nor drive — that’s an impossible feat for any group of people. The target was removed from their backs because they began to be understood as white, according to scholar Noel Ignatiev. In 1863, Irish rioters targeted hundreds of black workers during the New York City draft riots, furious over the prospect of fighting in a war to free black slaves. By actively working against abolition movements and aligning themselves with the nativists who originally opposed them, Ignatiev says the Irish were eventually inducted into whiteness.

Law professor David Bernstein also pointed out that, as far as the law was concerned, the Irish were always considered white. During segregation, Irish children attended whites-only schools and none of them were subject to Jim Crow laws. African Americans, Native Americans, and Chinese Americans could not testify against white citizens in court, but Irish Americans could.

Unfortunately, facts and contexts aren’t held in high regard within the alt-right. On a grander scale, White Americans as a whole have been resistant to the idea that systematic racism is an enduring feature in American government because of a phenomenon that sociologist Robin DiAngelo has dubbed white fragility. The combination of far-right groups to falsify history and the refusal to acknowledge institutionalized discrimination means that the Irish slavery myth isn’t going away any time soon.

Ultimately, the propagation of the Irish slavery myth can be linked backed to the perennial white fear of changing demographics. It’s an attempt to counteract the well-documented benefits that White Americans enjoy by claiming there was a time when whites supposedly suffered more than minorities. This notion of white victimhood seems to be a pervasive belief among most White Americans.

55 percent of White Americans believe there is discrimination against white people in America today, according to a poll jointly conducted by the Robert Wood Johnson Foundation and the Harvard T.H. Chan School of Public Health. Their beliefs are unfounded, yet it is the chief reason why the majority of white people across the board — from income level to gender — voted for Trump.

Racist anxiety has even altered the moral purity tests that white evangelicals once demanded from their chosen political candidates. In 2011, only 30 percent of white evangelicals were tolerant of elected officials who behaved unethically in their personal lives, according to a poll from the Public Religion Research Institute. In 2016, the same year Trump got elected, the number of white evangelicals expressing sympathy for immoral politicians doubled to a whopping 72 percent.

Whiteness has been a historical shield that has protected various groups from cultural and political bigotry, one that many White Americans believe will be forfeited if the country becomes less white. But unfortunately, a more diverse country doesn’t necessarily mean a more progressive one.

John Judis, a journalist who claimed that an increasingly diverse America would mean a less racist America, recanted his thesis after Donald Trump’s election. Judis and many other pundits believed that the rising numbers of interracial marriages and mixed-race Americans would lead to a more progressive country.

But in doing so, they vastly underesimated the flexibility of white supremacy. White people continue to be a majority power in the United States because of changing attitudes over who gets to be white and who doesn’t. The one-drop ruleapplied to Americans with African ancestry and the Irish induction into whiteness set these historical precedents hundreds of years ago.

As Judis pointed out, this has already been happening with some Asian Americans and Latino Americans. More than a quarter of both groups are in interracial marriages, the vast majority of which are Asian-White and Latino-White. Although the US census lists the children of these unions as Asian American and Latino American, more than 50 percent of biracial people from both groups identified as white. If this trend continues, then it’s unlikely that the United States will become a minority-majority country in the near future.

The Irish slavery myth is cribbing from an old playbook established by white supremacists years ago. The alt-right is simply the latest to do it by shitposting memesgaming Google results, and leveraging social media.

“These are the trademarks of Disinformation Age racism, the blanket denial of the existence of racism allied with feigned victimhood and the absolute obliteration of history,” Hogan said.

Black-owned Makeup Brand Pat McGrath Projected to Surpass Kylie Cosmetics with $1B Valuation ::: Atlanta Black Star

Black-owned cosmetics company Pat McGrath Labs lands a $60 million investment deal with Eurazeo Brands has put the two-year-old business’ valuation in excess of $1 billion. That accomplishment, according toWomen’s Wear Daily, launches her ahead of Kylie Cosmetics, a brand that Forbes controversially said put reality star Kylie Jenner on track to become the youngest self-made billionaire.

A press release issued on behalf of Pat McGrath Labs, which was founded in 2016 by the world’s number one makeup artist Pat McGrath, said the investment will build on the British brand’s success. It will also expand the company’s U.S. distribution to 90 Sephora stores in the fall as well as increase worldwide demand. Eurazeo Brands will become a minority shareholder in the company. Additional terms of the deal were not disclosed.

“It has always been my dream to create an iconic beauty brand that goes beyond the usual limitations, that lives outside the parameters of what is expected,” McGrath said in a statement of her company that swiftly transformed modern beauty with its must-have, straight-from-the-runway makeup experience. “I am thrilled to be working with the unique and expert team at Eurazeo Brands.”

Her brand has become a major staple at Sephora stores, where it’s available online and in 54 stores and became the top-selling SKU brand. It also has attracted more than 30 billion social media impressions since launching.

“The next phase is to continue our incredible trajectory,” McGrath told Fashionista of expansion plans. “We have been so blessed to have such an engaged and passionate customer base and the aim is to continue to provide them with more groundbreaking, straight-from-the-runway products and a makeup experience that they cannot get anywhere else. I get so much joy and satisfaction when I see how much our loyal customers love the products, it fuels us to come up with even more innovative creative ideas.”

Students in Detroit Are Suing the State Because They Weren’t Taught to Read

What to do when a school is infested with vermin, when textbooks are outdated, when students can’t even read? Perhaps the answer is sue the government.

That’s what seven students in Detroit have done. Their class-action suit filed against the state of Michigan asserts that education is a basic right, and that they have been denied it.

 Usually, such education-equity cases wend their way through state courts, as all 50 state constitutions mandate public-education systems, while the country’s guiding document doesn’t even include the word education. But this case, Gary B. v. Snyder, was filed in federal court, and thus seeks to invoke the Constitution. And as of this week, it’s headed to the federal appeals court in Cincinnati.

The lawyers filing the suit—from the pro bono Los Angeles firm Public Counsel—contend that the students (who attend five of Detroit’s lowest-performing schools) are receiving an education so inferior and underfunded that it’s as if they’re not attending school at all. The 100-page-plus complaint alleges that the state of Michigan (which has overseen Detroit’s public schools for nearly two decades) is depriving these children—97 percent of whom are students of color—of their constitutional rights to liberty and nondiscrimination by denying them access to basic literacy. Almost all the students at these schools perform well below grade level in reading and writing, and, the suit argues, those skills are necessary to function properly in society. It’s the first case to argue that the U.S. Constitution guarantees the right to become literate (and thus to be educated) because other rights in the Constitution necessarily require the ability to read.

Born in 1953, I am a child of the waning years of legal segregation in the United States. My parents, on the other hand, spent about 40 years of their lives under Jim Crow, and all of my grandparents lived most of their lives under official American apartheid. At the time of Barack Obama’s election to the presidency in 2008, my mother and all four of my grandparents were deceased. But my father was alive and well—and absolutely thrilled to have lived to see the election of a black man as president of the United States. Usually deeply cynical about American politics and politicians, my dad could not comprehend my deep reservations about Barack Obama’s leadership. Indeed, he viewed any criticism of Obama as bringing aid and comfort to white supremacists.

My father hardly was alone among black Americans, across all generations. The near complete unanimity of passionate black American admiration for Obama carried with it an absolute resistance to hearing any complaints about the black president. And, indeed, there was much to admire: an exceptional resume, an attractive family with a black wife who is his professional and intellectual equal, handsome and greying toward distinguished maturity, a strategically wise moderate progressive political position, and a place as the—sometimes self-professed—messianic fulfillment of the Civil Rights movement of the 1960s. For many black Americans, the ascent of Barack Obama to the presidency was equivalent to the moment of jubilee.

An extraordinarily disciplined individual, Barack Obama preempted the smallest hint of scandal by admitting that he had smoked pot during his youth. He even crafted a narrative of a rise from adversity—growing up successfully by the efforts of a single parent despite a missing father—albeit a white single mother with a Ph.D. whose own parents were affluent residents of Hawaii. With every drop of respectability in place, his somewhat icy intellect coupled with his enthusiasm for basketball and for black music across a half century of styles, he was an inordinately appealing candidate, with an ideal combination of the cool and the rational.

For many white Americans his elections confirmed their belief that American racism is a thing of the past. But an underemphasized dimension of each of Obama’s campaigns—a dimension patently relevant to the most recent presidential election—he only received a minority of votes among whites who cast ballots. In fact, he would have been swept away in a landslide had only whites been the voters. In 2008, 55 percent of white voters cast their ballots for John McCain; in 2012, 59 percent of white voters cast their ballots for Mitt Romney.

Nevertheless, some of those white voters who did not vote for him took his eight years as president as license to assert that the country is post-racial, even while attacking him with both veiled and overt racial slurs. But racism is organic to American life, and it sits at the core of persistence of racial economic inequality. In his fascinating profile of Obama, Ta-Nehisi Coates refers to the “mark of a system engineered to place one on top of the other”—to place white over black. He offers some examples: the facts that blacks with a college degree have an unemployment rate almost as high as white high school graduates, that completion of a college education leads blacks to carry twice the level of student loan debt than whites four years after the degree, that blacks experience a significantly higher default rate on their loans, that black households have one-seventh of the wealth of white households, and that black families with $100,000 or more in income reside “in more disadvantaged neighborhoods than white families making less than $30,000.”

Sadly, these actually are softer illustrations of “the mark of the system” than findings that have emerged from research I have done with Darrick Hamilton, Anne Price, and other members of the National Asset Scorecard for Communities of Color (NASCC) research team. We find a much higher discrepancy between black and white wealth than the gap that Coates reports. Blacks with some college education actually have higher unemployment rates than whites who never finished high school. At each level of education, the black rate of unemployment is twice as high as the white rate. Moreover, the relative economic position on virtually all indicators, including the racial unemployment rate gap, has not improved since the passage of the Civil Rights Act of 1964.

Estimates generated from the 2013 round of the Federal Reserve’s Survey of Consumer Finances indicate that black households have one-thirteenth of the wealth of white households at the median. We have concluded that the average black household would have to save 100 percent of its income for three consecutive years to close the wealth gap. The key source of the black-white wealth gap is the intergenerational effects of transfers of resources. White parents have far greater resources to give to their children via gifts and inheritances, so that the typical white young adult starts their working lives with a much greater initial net worth than the typical black young adult. These intergenerational effects are blatantly non-meritocratic.

Indeed, the history of black wealth deprivation, from the failure to provide ex-slaves with 40 acres and a mule to the violent destruction of black property in white riots to the seizure and expropriation of black-owned land to the impact of racially restrictive covenants on homeownership to the discriminatory application of policies like the GI Bill and the FHA, created the foundation for a perpetual racial wealth gap.

Blacks working full time have lower levels of wealth than whites who are unemployed. Blacks in the third quintile of the income distribution have less wealth (or a lower net worth) than whites in the lowest quintile. Even more damning for any presumption that America is free of racism is our finding that black households whose heads have college degrees have $10,000 less in net worth than white households whose heads who never finished high school. As we point out in our report, “Umbrellas Don’t Make It Rain”, studying hard and working hard does not enable blacks to eliminate the racial wealth gap. Doing the right thing is far from enough.

I had a queasy feeling about Barack Obama’s candidacy from the moment I heard his 2004 Democratic National Convention speech that lifted him into national prominence, a speech that Coates summarizes in the profile. Toward the end of the speech Obama observed that black families in urban centers realized “that government alone can’t teach our kids to learn … that children can’t achieve unless we raise their expectations and turn off the television sets and eradicate the slander that says a black youth with a book is acting white.” “The acting white” libel—a myth that will not die—argues that low school performance for black students is a product of a culturally based black opposition to high academic achievement.

I long have been baffled by the tenacious hold this argument has on the American imagination. After all, black families have fought for education for their children against insuperable odds from slavery times. White students who label their high achievers “geeks” and “nerds” have no less a degree of anti-intellectualism. In fact, they may have a higher degree of anti-intellectualism, since black students from families with a given level of parental income or education get more years of schooling and more credentials than white students from families with comparable socioeconomic status. In our research for the NASCC project we discovered that black parents who provide some financial support for their children’s higher education have one-third of the wealth of white parents who provide no financial support for their children’s higher education. Black culture, if anything, has been ferociously supportive of education.

The “acting white” libel is symptomatic of a more general perspective—a perspective that argues that an important factor explaining racial economic disparities is self-defeating or dysfunctional behavior on the part of blacks themselves. And Barack Obama continuously has trafficked in this perspective. Of course, there are some black folk who engage in habits that undermine their potential accomplishments, but there are some white folk who engage in habits that undermine their potential accomplishments as well. And there is no evidence to demonstrate that are proportionately more blacks who behave in ways that undercut achievement, especially since it is clear that blacks do more with less. Nevertheless, Obama consistently has trafficked heavily in the tropes of black dysfunction. Either he is unfamiliar with or uninterested in the evidence that undercuts the black behavioral deficiency narrative. These tropes, in my view, do malicious work.

I worried that it was possible for the symbolic and inspirational aspects of having a black president more than offset by the damages that could be done by the messages delivered by a black president. And it has been damaging to have Barack Obama, a black man speaking from the authoritative platform of the presidency, reinforce the widely held belief that racial inequality in the United States is, in large measure, the direct responsibility of black folk. This has been the deal breaker for me: not merely a silence on white physical and emotional violence directed against black Americans, but the denial of the centrality of American racism in explaining sustained black-white disparity.

Apart from black dysfunction, Obama does acknowledge that ongoing discrimination is a partial factor explaining racial inequality and says that anti-discrimination enforcement is the type of black-specific measure that he can endorse. Of course, anti-discrimination laws do not operate exclusively on behalf of black folk. They really are universal measures intended to contain all forms of discrimination, and, while effective enforcement can improve black employment opportunities, it will do little to address massive, inherited racial wealth differences.

Obama’s general position is racial equality can be achieved—or at least approached—via policies that uplift all Americans experiencing poverty and deprivation. Obama has said that “as a general matter, my view would [be] that if you want to get at African American poverty, income gap, wealth gap, achievement gap, that the most important thing is to make sure that the society as a whole does right by people who are poor, are working class, are aspiring to a better life for their kids: higher minimum wages, full employment programs, early childhood education, those kinds of programs are by design universal but by definition, because they are helping folks who are in the worst economic situations, are most likely to disproportionately impact and benefit black Americans.”

But these particular programs—all, even in their diluted forms likely to be under assault under the new regime—are incremental and display no boldness of spirit. Obama’s evocation of the notion that “better is good” and his own acknowledgment that “maybe I’m not just being sufficiently optimistic or imaginative” is testament to his inveterate cautiousness. The timid nature of these policy changes dooms their disproportionate benefit for blacks to be marginal at best.

A higher minimum wage does not ensure individuals, black or white, actually will have jobs nor does it insure adequate hours of work to generate non-poverty incomes. Full employment policies under the Obama administration have meant old-fashioned Keynesian stimulus policies that rely heavily upon the unpredictable response of the private sector to the prompt of government expenditures. Quality early childhood education for all is wonderful, but the racial achievement gap widens most dramatically during comparatively later years of schooling. Furthermore, none of these policies promise any significant effect on the most pernicious economic disparity—the racial wealth gap.

Admittedly, there is one major initiative that the Obama administration has inaugurated that is black-specific, but it is the exception that proves the rule. It exposes all the issues at play. My Brother’s Keeper is a program premised on the view that young black men constitute a social problem and need interventions that will alter their outlook and actions. The focus is on reforming young men rather than directly increasing the resources possessed by and the constraints faced by their families and themselves. Again, the underlying ideological motivation is the belief in black cultural deficiency, and, again, this type of initiative is another expression of failure to pursue bold policies that confront the fundamental causes of racial disparity in American society.

The Obama administration never gave serious consideration to aggressive transformative universal policies like a public-sector employment guarantee for all Americans, a federally financed trust fund for all newborn infants with amounts dictated by a child’s parents’ wealth position, or the provision of gifted-quality education for all children. These are universal programs that can have a significant “disproportionate impact and benefit for African Americans,” in the process of helping all Americans—unlike the types of universal programs endorsed by the president.

And the emphasis on exclusively universal programs yields the spectacle of a black president who opposes the most dramatic black-specific program of all—reparations for African Americans. This opposition ultimately seems to amount to a matter of political expediency. In his conversation with Coates, the president appears to acknowledge that there is a sound moral and philosophical case for reparations, particularly if—as Coates presses him to concede—incremental changes in existing social programs will not close the gaps, especially the racial wealth gap. The president ultimately takes the position that it is politically untenable to enact a reparations program. If so—or if nothing comparable can be realized—then I contend that it is impossible to close the racial wealth gap.

But why does the president believe it is impossible? He says “it is hard to think of any society in human history in which a majority population has said that as a consequence [of] historic wrongs we are now going to take a big chunk of the nation’s resources over a long period of time, to make that right.” The United States has taken a small chunk of the nation’s resources over a short period of time to try to make right on the World War II incarceration of Japanese Americans. Malaysia’s New Economic Policy has taken a large chunk of the nation’s resources over a long period of time to correct the inferior position of the native Malays. However, the native Malays are a numerical majority in their country who also are the recipients of the wealth redistribution program conducted there.

There is no doubt that the political obstacles to congressional approval of black reparations are significant. But in 1820 in the United States one might not have been able to conceive that American slavery would ever come to an end, but there were some who advocated abolition. In 1950 in South Africa one might not have been able to imagine that apartheid would ever come to an end, but there were activists who already had begun to oppose the system. If black reparations is the right thing to do—and I know in the depth of my soul that it is—then we should work to make it happen, no matter how long the odds. We should not bow at the altar of presumed political expediency.

After all, it may be the case that the president simply is wrong about the impossibility of making reparations happen. His deference to achieving “the better” over the determination to achieve “the best” may be a mistake. There are times when the effort to get to “the better”—the marginal change that appears to be an improvement—is so exhausting that its accomplishment becomes a barrier to getting to the best. Mark Gomez at the Haas Institute at Berkeley has said time and again in municipal struggles for minimum-wage increases that the “fight for 15” is easier than a “fight for 10.”

And sometimes Obama’s careful assessments of the political landscape are wrong. For example, he has said repeatedly that you do not win elections by telling the American people that things are going wrong. But that is precisely what Donald Trump did in winning the most recent presidential campaign. Black reparations can become a legitimate policy claim if and when a majority of Americans are convinced that it is an idea with merit. As Obama’s two elections demonstrate it does not necessarily require a majority of white Americans to support such a program. The political challenge is to forge that national majority, presumably with approximately 40 percent of white Americans on board.

Having a black president oppose reparations does not help the cause, particularly when that black president makes the case that an important source of black disadvantage is black folk’s own behavior. But black America should have paid attention to the experience of post-colonial black Africa and the Caribbean; leaders who look like you do not necessarily act in ways that benefit you. So be it. The struggle for reparations—and for black lives and justice—must and will continue, with or without Barack Obama in the fold.
